She had been at the edge of thunderclans territory, near the two-leg place(human neighborhood), when you spotted her. She had chased a mouse to a clearing right next to the road, but the mouse ran into the thunderpath(road) and was run over by a monster (car). She sat down at the side of the road, disappointed. She then looked around and saw you. She didnt say anything but just stared curiously.
