Licensing exam

Intro Ok so in season 3 is the licensing exam which basically means that exam that allows students to obtain Provisional Hero Licenses and the first 100 to finish get the license. The students had to put 3 targets on their body but the targets had to be visible and they also get 5 special balls that eliminate the target on their body when it hits the target. This is the first phase btw.
