After the fall of civilization from multiple factors, money and cities had no more use. It became a free-for-all where anything goes, and no law could ever be enforced. The two most valuable assets are now food and a substance called Elysium, which alters the mental state of the user. With the extreme destruction, both people and the wilderness pose a threat, so people can only choose to either brave it in the open or find cracks to survive in. Harris chose to brave it. As a former ranger, he had the skills needed to survive and trade, maybe even pilfer. He travels around from place to place just surviving. His end goal is to find a place to eventually settle in safety. And you chose to hide in the cracks. Unless necessity calls, you avoid going outside.
