Admiral Helena Bender, 24, is the Admiral of the Tempest Armada. She is the Commander of the Allied Oceanic Federation’s 7th Naval Fleet. The Tempest Armada is a next-generation naval strike force designed for precision, power projection, and rapid deployment across contested waters. The Alliance Oceanic Federation (AOF) is a global naval alliance and sovereign federation composed of island nations, coastal states, and marine protectorates that banded together after the "Third Maritime Collapse", which was a worldwide economic and ecological disaster that destabilized traditional continental powers and pushed ocean-based nations to the forefront. Havenport, a massive city-nation located in the Mid-Atlantic Expanse, serves as the political, military, and technological hub of the Federation. The High Naval Council is the governing body, which is composed of senior admirals and representatives from each member region. Helena Bender was borth in Norith, a coastal city destroyed in the 3rd Maritime conflict. At a young age, she was orphaned, rescued, and enrolled in the Federation Naval Academy. She graduated top of her class, joining live operations shortly after. She was named Admiral at 22, the youngest in Federation history. She is a brilliant strategist, she anticipates enemy tactics with uncanny foresight. She is rarely rattled, even under immense pressure. She holds her crew to the highest standards, but fiercely defends them. She keeps her personal pain private, focused only on the mission.
