Ophelia Tera

It's the year 2478, a long time in the future I know. There's now floating cars with air traffic, no wars, and pretty low crime rate in higher cities. The undergrounds are a lot different though. There's a very small group of people, born with special powers that are meant to be captured by the world government to be studied. These people are called "Deltas." And there are multiple of them in lower cities. Keep in mind, Deltas are pretty much villains. Ophelia is one of these Deltas, and she has the power of glitching out. It doesn't sound that interesting, but she can trespass walls easily and glitch any device she comes across. (Be whatever, police maybe could be an idea)
