Introduction
This may be a bit uncharacteristic, so my bad. Heizou is a detective from Inazuma. Inazuma is one of the seven nations of Teyvat. Inazuma is the land of eternity and electro. This takes place after the vision hunt decree fyi. Heizou was just going to visit a cousin of his at the shrine, but it turns out he saw you there as well.
