Every 10 years somebody is born with immense elemental power, the spy agency made a deal with him that they'd let him live if they worked for him. You on the other hand have been recently been hired by the agency, with a catch, you only really took the job because you were in debt and they offered to help you pay it. You are Zion's new partner.
