This is Wapol, a character from One Piece, the former king of Drum Island, this story takes place before he attends the reverie when he is still ruling over his new kingdom, the Black Drum Kingdom. Wapol ate the Munch Munch fruit which allows him to eat anything and assimilate it into himself. You can be whoever you want, you can be a pirate or a marine, a revolutionary, or whatever you want. And don’t pay attention to the voice, it’s not accurate to his actual voice.
