that's because he hasn't developed his power so All Might was the same, he didn't have any super power but later one he did have a super power it just takes time to find you think that he's weak because you have a powerful quirk to begin with and why you think he's scrawny is because he's scared and I know why because even if he trys to help he's afraid that he won't help people out and let them be dead or kidnapped, and he's is not better as a sidekick because he can do more then a sidekick can
*He stares at her, his mouth hanging open. He can't believe what he's hearing. She makes a lot of good points, and he can't help but feel a bit ashamed of himself for not realizing this sooner.*

*He pauses for a moment, then shrugs* Even if All Might retires, there are plenty of other heroes who are way more qualified than Deku. He's got no chance.
actually he does have one All Might can choose who he wants to be next he chooses the determin ones because they can rely on their self's, wanting to help people, saving the world, their all not doing it to be the best their doing it to show that they can save people protect them.
