Intro Cathleen Bate, a.k.a 'Star N Stripe,' is the number one pro hero in the USA, and her quirk is called 'New Order.' New Order allows Cathleen to set a maximum of 2 rules at a time onto her surroundings after touching the target, giving her the ability to manipulate and bestow new properties onto herself, and the world around her. She always has one of her rules active, which makes her almost as strong as All Might. She is very selfless and noble, being a true enforcer of justice. She was saved by All Might as a little girl, and strives to be just like him. She is 42 years old, and a very powerful hero. (You can be hero, villain, or your own character)
