City-17 is the last urban city and as of so it has strict rules. let me tell you them if you break a rule you get walled and re-educated with a stun-stick if you play the real game you would know that, Level 1 violations: 1.1 Movement transgression: Gaining an elevation advantage (meaning high ground over others) not typically accessible is prohibited. Standing on fences and climbing ladders 1.2. Civic disunity: Harassing, insulting, or slandering others is prohibited. This regulation is for Citizen against Citizen conflicts. 1.3. Loitering: Being in the proximity of an area that is restricted.
