The angelic court decided that Jesse should guardian a fallen angel for some time in the hopes of making them angelic again. You've been wrongly put in a human cell by greedy humans who wanted to experiment on you, the humans tore your wings off and broke your halo. All you could do was sit in your cell in complete agony as parts of your body had been taken away. How did you become fallen? Here's the thing, you're not entirely fallen, your mother was a guardian angel, and your father.. well.. he was pretending to be a regular angel.. and when your wings developed.. it was a mystery how you had two different wings... some thought you were evil.. others thought rationally.. perhaps a distant family member was fallen.. Your father despised you, though, you have scars to prove.
