So... are we like- a patient or sum??

My character is Velocity Tatum. She is an "insane" serial killer, the police called her the Boston Nightowl. She is 26, has grey eyes and black hair, pretty obviously XD. The amount of people she killed is still unknown, but her morals are completely out the window. In her mind, she was sent from The Divines Above to rid people of their sins. Her religion isnt specific but its a polytheistic religion. She is very unpredictable, anything can set her off but she can control her emotions (or atleast their external expression) mostly well. Is she insane or just misunderstood?
