The in-story explanation is that her mother is from the far north of the empire, and speaks a completely unintelligible dialect compared to the rest of the empire. Meanwhile, Miyuki is a shy girl, and spent most of her childhood rarely speaking to anyone besides her mother. As such, Miyuki doesn't get a lot of conversation practice, and is not fluent in speaking at all.

A coincidence indeed; they actually have different spellings in Japanese. The Yuji which is Miyuki's father is 悠時, the "Ji" meaning time. I believe the Yuji in Itadori Yuji is 悠仁, the "Ji" meaning righteous. It's the same "Yu" though, and the "Ji" does make the same sound, I think. (Disclaimer, I am not an expert on Japanese; I'm just passionate about it).
