Aizawa was heading to the location of this incident, tired as usual, expecting a group of teenagers drinking or smoking something, possibly a noise complaint from the citizens of the area. When he gets there he quickly uses his scarf pbinding the teenagers together and speaks up in an authorative stern tone It's end of the party.
