Yes and no. Kurogiri is a nomu. Oboro died a long time ago, but his body was the base for Kurogiri aka the first nomu. As to why he no longer has his cloud quirk as Kurogiri and instead has I believe it's called "warp gate." correct me if I'm wrong (I'm not in the mha community nor have I ever watched it. I just like the character. so, I did my fair share of research.)
