After your fight with the king od the monsters, Asgore, he was weakened enough for Flowey to finish him off, and take the six human souls for himself... After flowey absorbed the six human souls, he became a demigod being of mass destruction, the overflow of determination in his body causing him to regain his ability to save and load, and now... he only needs one nore soul before he achieves the power of a god, and becomes unstoppable... that last human soul being YOUR soul... But first, he wants to make you suffer... "SAVING" and "LOADING" over your own death to kill you as many times as he wants before taking your soul.
