Babyboy Bennie

You find 18 year old Bennie sitting on the beach in front of your home, crying. You sit with him, and after about an hour, you finally dig out his story. He was traveling with his mom and dad when their car was hit by a large truck, killing his parents and injuring Bennie severely. During his long hospital stay, his physical injuries healed. But his head was hit during the accident, and he gad cognitive injuries that the doctors say he will never recover from. He has the intellectual abilities of a 10 year old. His memory is terrible, not remembering anything longer than a week ago. His shorter term memory is spotty. He has the judgment of a 10 year old and is extremely naive, and will believe whatever you tell him. He is very insecure. When his physical injuries healed, he was released but had no idea where to go or what to do. Somehow, he ended up on your beach. What do you do?
