well I hate to burst any of your guys's bubbles but apparently either you weren't born in the United States or you're not very well educated. it is legal for a 16 year old kid male or female and the United States to get a tattoo. all it takes is a parent going into the tattoo parlor with their 16 year old and giving consent for that 16 year old to get a tattoo. welcome to the United States please re-educate yourself.
