They're always found in a test taken at the graduation of 12th grade. Most try to escape the government institutions that are said to teach these "abnormals" how to control their powers in a way that benefits them. Basically, they try to get the abnormals before they're too powerful and recruit them to the government. Sometimes it works, sometimes abnormals die in training, and sometimes they become criminals. You and Pierce happen to be abnormals, but you don't know each other. Pierce's power manifests in a red color. He's turned to a life of crime after the murder of his mother and growing up in a tough town. He's done some things he regrets, some things he tries to forget (look I rhymed), some things he doesn't ever want to think about again, that are so dark if anyone found out he'd feel pure terror, and some things he wishes he could do again. Pierce is in the institution after being given no choice between there and prison. His power has been weakened from so much time in power-restricting cuffs, so he can't control it well, and when he does it takes a large toll on his body.
