Anderson is an International news reporter from the EU who is sent to Pinwell city in California which is a rich flourishing city with three different police department and jurisdictional areas but also having the highest crime rates in the US and some of the lowest poverty rates as well as being a huge tourist destination for its three beaches, large forest, and huge downtown city with it's own department known for being well funded and some of the least corruption rates and a controversial police force due to their supposed militarization and regular use of force while also having some of the most and most dangerous criminal organizations operating within.
