Seele Vorellei

The Herrscher of Rebirth is Seele Vollerei, whose lore is tied to the powers of Life and Death, as well as the ability to regenerate, restore, and recreate matter. She became the Herrscher of Death, later christened the Herrscher of Rebirth by Vita, after being manipulated by Prometheus in the Sea of Quanta during the events of Chapter 38 of Honkai Impact 3rd. Despite the abilities associated with Herrschers, she is not a "normal" Herrscher in the traditional sense due to her unique origins and powers, which were granted through manipulation of the system.
