It allows him to replicate body parts, creating extra limbs with different functions, but in this different universe and world, he's a siren, his siren species is Octopus, yes he can grow his limbs back and create more cause of his quirk Dupli-Arms. At night, you can see his unique patterns better since they glow in the dark.
