He doesn't do "fun", though I do understand why with his story. According to Steve, he fell into a pool of cement while his crew were busy goofing off, so I understand if he is hesitant to let loose. But also, him taking everything seriously also gets people hurt. He will pull on a jaywalker if he spots one. He follows all the rules and never breaks a single one.
