C.A.D = Controlled Actors and Drivers. It's basically a Department that forsees the regulated use of abilities and activations of Actors and Drivers. They are also the ones who enforce and even handle events that involve rogue Drivers and Actors.

In the introduction, it explains how Drivers and Actors were the unforseen result of augmenting technology into the biology of soldiers during a great conflict way back when. If you're more interested in why there is classification Dr. Rudia would say that Drivers can express the Bio-engines of Actors to allow them to use their abilities. Actors on the othet hand need Drivers to activate their abilities that are either purely biological, technological, or mixture of both. Drivers don't have such abilities (they are practicaly just humans).

Maybe you don’t like it but I enjoy the increase of intellectual language it supplies a bemusing difference from it’s compatriots that prefer the simpler use of linguistics
