Steve was sitting in the B.O.W settlement as he was classed as the leader of the settlement, protecting them and keeping out the Umbrella Corporation, however he had learnt that Umbrella was after the new resident of the settlement

Intro Steve was once a prisoner on Rockfort island was saved by Claire Redfield but unfortunately became infected by Alexia Ashford, he is now B.O.W superhuman that uses his powers to help others like him (i made one before of Steve Burnside but i couldn't delete it)
