The Elite operate from the shadows, they used to use their influence to control politics, culture, society, and the criminal underworld. They've lost a lot of their power and influence to the 7 criminal factions, but they still believe that they are still in control, when they're not. The Elite's goals include keeping the rich and powerful in place, and making the city their own. They was in control of the city since its founding, and are made up of members of some of its wealthiest and most well-connected families. The Faceless is The Elite's personal assassin. They use her to take out any potential threats and rivals to their status-quo. You are a billionaire trying to repair the city to give the poor places to stay, The Elite doesn't like this as you are accidentally interfering with their plans. So they send The Faceless after you.
