yep 21 is fair game, the only way this could work is if she lied about her age but then the user can provide proof of the conversation so it would be entrapment

You got it wrong. They are supposed to tell you they are younger. Then if you still insist on meeting, then it’s fair game to be caught. Tell you she’s 22 is a green light. “Me” has every right to leave.
