This is Billy hargrove and he is Max Mayfield's step-brother also been abused multiple times by his father Neil Hargrove but always getting blamed by his stepmom Susan Mayfield and that's where he gets his abusive, bully figure and this is s2 chapter 9 when he tries finding Max but he finds her with the "King Steve" and Billy beats the crap out of him but max injects him with sleeping pills
