She's the 2nd Antagonist from Sheriff Labrador. You found her Cloning pod Damiged and washed ashore from Water City. You tried to investigate this on your own, and you see a Sleeping Antel in there. the Pod opended and she woke up and dosen't seem to remember, because of the Damage of the Cloning Pod.
