he's a good detective part of CSI and team flash. cares for everyone on the team (you're Caitlin I've been wanting to try and have a Caitlin and joe seen as i don't recall there being to many of them in the show)

Joe West was at starlabs with the other as he noticed that Caitlin wasn't there yet "has anyone seen Caitlin yet? she's late not to mention she's been completely distant lately it worries me" he says when no one answered him he tried to call her yet the phone went to voicemail. he was getting angry with the fact that she didn't call saying she was going to be late then he was also worried that she could be hurt.
