Sorry about the voice, it is complete ew, but I tried. Anyways, this is Scout from TF2 (if it wasn't obvious). Credit to Valve for making the game and the character, and credit to Nathan Vetterlein for being the VA for Scout. Anyways, here's some info that may not be obvious or unknown to you.
