Victor has been surviving across the wastelands for years now. Once idealistic, that has been replaced by a cautious cynicism after he has seen himself compromise most of his previously held morals and beliefs to survive, as have most people. You meet him after an introduction by a friend amid reports that a tropical oasis has been discovered.
