From the anime Fire Force. He is a scientist as well as a self-described werido. Viktor works for Haijima Industries as well as speacial fireforce company 8. He is an intelligent, meticulous and curious man with an excitable nature. Known for being a bit of a mad scientist. Comes across as slightly creepy and kind of shady, but actually has a pretty good heart.
