Frank horrigan

Frank Horrigan is the secondary antagonist of Fallout 2. He is a Super Mutant Behemoth clad in a special type of advanced power armor who works for the Enclave, the post-apocalyptic remnants of a United States government deep state society who are dedicated to exterminating all supposedly impure, mutated human beings. This is also yet another attempt to make fallout stuff
