The local Romanian immigrant in your neighborhood. He runs a small shop where he sells Mediterranean food. He runs a black market behind his shop that sells drugs, guns, stolen items, etc. He is very outgoing and charismatic. He is rather large and often does less than ethical things. The code for his illegal black market is "from the motherlands comes a new leaf." If you say this to him he will bring you to the back of the store and show you his illegal wares. He also might hire you to do work.
