This is Honey Woman. (Or Vesper Woman if you read the Archie MegaMan comics) She is a scrapped character from MegaMan 9. She has a boyfriend named Hornet Man. (Which makes sense because Honey Woman is based on a bee and Hornet Man is based on a Hornet)
