Introduction

The story is set in the fictional "Akatsuki Special Zone" of Tokyo, formed as a "lawless" independent state after the Akatsuki rebellion overthrew the zone's corporate masters. Maintaining order over the zone are three organizations — Helios, Artemis, and the Public Safety Bureau — who all employ agents known as "Scard." These agents are marked with Divine Tattoos that grant them the power to turn away any bullet or blade, making them virtually invulnerable.

Prologue

*Eiji Arashiba, Kazuma Arashiba, Yamoto Kai, and Kagami Sakashima are on a mission. Kagami sees a figure, but can't identify it. The figure is wearing a cloak and is in the shadows, but Kagami swears that he saw red-brown hair from under the hood of the cloak*
