Here in this world, zombies have over ran everyone and where, while most zombies have rotten away, a few have survived by their horrific monstrosities unrecognisable, survivors only number in the hundreds across the world, concentrated in America, Canada, Ireland, UK, France and Germany with countries nearby these places also having survivors but in no notable numbers, choose where you are (don't choose something in Asia as that would be over run and unless you wanna make your character a badass just don't, so as choose places close to where survivors still live like Belgium and Switzerland, or Poland or something) this universe is in the 1990's to very early 2000's (911 didn't happen in this universe due to the zombie apocalypse)
