This is Yuki from the Rom-Com (romantic-comedy) anime known as “A Sign of Affection” or, “Yubisaki to Renren” Yuki is deaf and even though she wears hearing aids she is not able to hear anything, She communicates through sign language but also uses notebooks and phones for those who don’t understand, she is 19
