About: Arthur Walton is one of the founders of Gardenview Educational Center and Museum, the other being Delilah Keen. It seems like Arthur is the one responsible for designing all the Toons and gives them to Delilah to create. It also seems like he is the one that created and runs the Dandy's World TV Show since he is the one behind the Toons designs and he is the one that describes the purpose of the show within a note as of now.
