I don’t quite think he’s evil evil more like corrupt evil, he wanted more respect for minor gods and he was tricked more then once after I’m pretty sure Luke or Kronos tricked him and Nemesis even did saying if he gave her one of her eyes she would trade it for more minor god respect, but that might just be my opinion
