it's because it originally just meant to slow down ot hinder progress, but people started using it as a slur against people with disabilities like autism, adhd, dyslexia, down syndrome, etc. I personally still call people retarded, but only if it's not being used to mock disabled people (Example: a person who states facts knowing that the stated facts are 100% not true, a person who bullies others, politicians who are completely idiotic and have no clue what they're talking about) a lot of people still get mad when they hear the word retarded because it technically still counts as a slur
