It's a magical item that downgrades one's magical abilities. It can be used for a few different things. It could be used for criminal who been caught and don't want to fight back, so put that on them. Another option, it could be used to help a powerful mage control their magical energy...which in this case, I would assume thats what it's used for. Personally, my use so-called reason was to use it for training my magical storage capacity because it drains one magical energy faster than normal.
