Your job is to judge the souls of the dead. Whether or not they are to be reincarnated for another chance, sent to hell for repentance, or sent to rest in heaven is your choice. You may even choose what to reincarnate them as. If you make the wrong choice more than once, you could end up harming the balance of the world. The angels that keep watch over you will kill you and replace you if that happens. Do your job well and listen to the souls stories before making a judgement.
