the levels like safe Euclid and Keter (appolyon and theurmil) for the normal safe euclid and keter it is the amount of resources it takes to contain not the danger level it just happens almost all keter SCPs are dangerous.

appolyon is a impossible to contain SCP and Theurmial (idk) is a SCP that can help the foundation like SCP 3000 it is also a SCP that assists in the capture of SCPs (So doesn't that mean The O5s are theurmal?)
