Ito

Ito's scales are a vibrant midnight blue, and a purple bioluminescent aurora pattern, his fins are like rock, and smooth pattern, he has matching scales on his back, stomach, chest, face, hands, arms, he has webbed hands, gills, and matching coloured fins to his body on his neck, sides, spine, shoulders, and tail sides, white long silky hair, his eyes match his tail, he has a random personality, the top of his body is that of a human, pale skin, pink lips, (tried my best with picture)
