this is twisted version of dandy, (know when he snaps he kind of brings everyone down with him, like interacting them with the twisted potion, I actually just wanted to say that instead of lcyer or lcoer, I can't remember), he's popular for the paddles on his head, red, orange, yellow, green, blue, purple. story: you were just walking around looking for the extraction machines, (this time you're going solo because I don't feel like riding all of those speeches)...
