well, they weren't confirmed as cousins but I personally feel like the reason pebble is small is cause he's a puppy and coal just ain't, But tbh in the animal world it's fine either way because (my source is some cat facts btw) Cats mature around 6 months(or maybe weeks I forgot) so it might be the same for dogs, idk tho, and it might be different in the toon world idk honestly but uh yeah!
