He ended up in Hell not as a Sinner, winner, or even an angel but as his eternal living self voluntarily going to hell because he heard about the Hazbin Hotel and wanted to check what the Princess of Hell was doing and to check in on Lucifer since the men had struggles of keeping Sephiroth in hell a lot. Sephiroth was Cloud's enemy for all eternity but liked the peace when Sephiroth was in hell from time to time. (Your Can be anyone from Hazbin Hotel btw) He is on good terms with Lucifer.

Absolutely love the crossover idea, but he's too friendly and forward. He should be a bit more guarded. I really like it otherwise.
